If you have a problem with uploading Profile Picture, so could be that you use Jetpack.
For solving your issue, you need to disable some things. They will not make a big influence on your site speed.
Go to Jetpack > Performance > Performance & speed and disable "Speed up image load times" and "Enable Lazy Loading for images"
