You can also control top bar display and its styling for individual pages within Page options> Top bar options section, that is available on each page.
Polo comes with top bar option. It can enabled/disabled under Theme options > Header options > Top Bar options tab. You can also control style of your top bar there. These settings will be applied for the entire site.

In order to place menu to the top bar, go to Appearance>Menus, create a menu and assign it for the top bar. Once the options are saved, the menu will appear on the left side of the top bar.
In order to add social network icons to the top bar, go to Theme options>Main options and add so many social networks you need. Upon saving settings, the icons will appear o the right side of the top bar.
